Charles Miller

Founder & Principal Architect

Charles founded Civitas AI around a simple civic belief: a person should not need polished language, insider vocabulary, free time, or confidence at a microphone to be part of a public decision. They should be able to take as long as they need and turn over every stone.

His background in digital forensics, privacy-preserving infrastructure, and security engineering shapes how that mission is built. Listening must be one-on-one and human, while the answers, data boundaries, and handoff to responsible teams remain controlled, private, and auditable.

Why Civitas exists

Public decisions are often explained through legal text, fixed FAQs, short surveys, and meetings where only a small number of people can speak. Those channels matter, but they do not give everyone time to ask, rephrase, follow up, express emotion, and turn over every stone until they are satisfied. Civitas is building that missing one-on-one layer.

When listening is too narrow

  • Dense public language shuts people out
  • Fixed choices flatten the reason behind an answer
  • Meetings privilege the people able to attend and speak
  • Unpolished questions are easy to overlook
  • Missing explanations stay invisible

When every voice has room

  • Every person can ask in their own words
  • Follow-up is welcomed instead of rushed
  • Answers stay linked to an approved record
  • Recurring questions and gaps reach responsible teams
  • Participation is described honestly, not called representative by default

The standard we are building toward

A civic conversation should respect the person speaking and the facts being discussed. Civitas combines a one-on-one question space with an approved source record, so people can speak naturally without receiving a made-up answer.

Responsible teams receive reviewable themes, recurring questions, and missing-answer signals. Private or person-level information stays permissioned; public reporting stays aggregate; and conversational participation is never presented as proof of representative opinion, political support, residency, or ballot choice.
